I think you are speaking about the tip of the day, right?
I have not found an entry in the confi dialogs of konsole but it is easy to
find in
~./kde/share/config/konsolerc
at the last line change
[TipOfDay]
RunOnStart=false
to
[TipOfDay]
RunOnStart=true
this should to the job
