I remember having a similar issue myself in the past. I think I was
missing the sounds in konsole.
Eventually I did find a setting in a config file that could not be changed
through the control center.
Check if you have 'KNotify Init=true' in section [StartProgress] in file
~/.kde/share/config/knotifyrc.
If that's not it, try
find ~/.kde -type f | xargs grep "[Nn]otify"
or variations of that.
I think that's how I solved my problem eventually.
