Is it possible to tell KDE to switch between summertime and
wintertime.

That should be handled automatically if your locales are set up right
(this isn't a KDE-specific issue).

What would one do to get the locales set up "right" in this case?

Running tzconfig as root might help.

The hardware clock MUST store UTC for this to work. If you have local time,
there, e.g. to have a sane environment for Windows, this can only be done
using ntpdate on bootup.
As already suggest, make sure that the KDE clock applet shows you local
timezone (can be change in the context menu of the clock applet).

All this seems to be the case here. Alas, my box didn't switch to wintertime. Thanks anyway,
