The hardware clock MUST store UTC for this to work. If you have local time,
there, e.g. to have a sane environment for Windows, this can only be done
using ntpdate on bootup.
As already suggest, make sure that the KDE clock applet shows you local
timezone (can be change in the context menu of the clock applet).
