I have pretty much the same setup as you on my Asus A1300 laptop, and using 
ksysguard, I get somthing like 15% total load on my CPU when the system is 
idle.

But I think this is normal. Probably has something to do with the way CPU load 
is measured. Nothing you can do about it.
