Upgrade to 4.3.0-0pre1v1, then you won't have that conflict:
$ dpkg -l |grep xlibs-dev
ii xlibs-dev 4.3.0-0pre1v1 X Window System client
library development files
[root@phebehouse /]$ dpkg -L xlibs-dev|grep Xcursor.h
[root@phebehouse /]$
In case you don't know this is the deb line:
deb http://ftp.uk.debian.org/debian/ ../project/experimental main
