KDE 3 isn't going into testing anytime soon... It currently has
unfixable RC bugs.

unstable has broken in the past 5 years only a handful of times that
required more than passing knowledge of linux. The only ones that
immediately come to mind was a perl breakage and pam breakage, and both
were fixed fairly quickly. testing has more issues imho than unstable
does (if you want to know its numerous issues read prior threads).
