Glad to see I wasn't the only one running into this.  I finally fiddled and 
fumbled around and ended up adding:
	deb http://kde.oregonstate.edu/pub/kde/stable/3.1.2/Debian/ stable main
to my sources.list.  After that apt-get update worked and apt-get upgrade is 
now grinding away.

I started at:
	http://download.us.kde.org
and clicked my way down to:
	http://download.us.kde.org/mirrors/ftp.php#sites

I picked Oregon state somewhat randomly since I am on the west coast.
