what to do with sources containing admin/debianrules

hello to everyone,
i have just donwloaded the sources for sim. this tarball contains a file named
debianrules and it is locatet in the folder admin.
is there a way to use this information to build a .deb file e.g. using the
command depk-buildpackage.
i do not have any experience in building deb files but perhaps someone can
tell me what i can do wich such a tarball.
