Yes, because IIRC even in konq, default view is to not show hidden files.

It's also no good idea to use more than one program with those files, except 
deleting the index cache files every time.

Well, IIRC KDE does not ask before creating it at first startup, does it? You 
can move in manually, e.g. to ~/.Desktop or .kde/Desktop but why isn't his 
default.
(For users who put files there? Does not sound a good reason to me)

Actually, this is no complaining as I do not like the abilities of kab, 
anyway, and thus don't use it. And I surely must admit, that programs like 
Netcape/Mozilla do not handle it any better when it comes to bookmark files.
And as always, exceptions define the rules.
