I had the same problem with kdevelop 2.1.3. May be, my workaround will solve
your problem too.
Install: automake 1.5 and autoconf 2.13. This seems the only working
combination to me.
You should also rename /usr/bin/autoconf to something else and link
/usr/bin/autoconf2.13 to /usr/bin/autoconf. So the 2.13 version will be used.
Try it. It may run.
