I think there is an @kde.org mailing list for performance enhancements.
It is aimed at developers, though.  Are you offering to help fix this?

Always.  Without a doubt.  No question about it.  The sum difference
between blackbox and KDE is Tradeoff of Speed For Features.  Now, how to
*balance* that is a valid question, and could probably be addressed on
the above mentioned mailing list.
