I think it depends on what you are doing.

gcc -v

gives the following

Reading specs from /usr/lib/gcc-lib/i386-linux/2.95.4/specs
gcc version 2.95.4 20011002 (Debian prerelease)

I put the following in my .bashrc file

# GCC 3.2 defines
export CC=gcc-3.2
export CXX=g++-3.2
export CPP=cpp-3.2

and the debian/rules makefile then uses the 3.2 versions (where that text is 
not already in the file anyway).
