Fonts for ascii characters

I have a strange problem with fonts, I would welcome any thoughts of what is
happening here.
Running in konsole with the "normal" font set
running pstree, the "|" and "-" characters that make up the tree vertical and
horizontal lines display fine on my machine but if I ssh into my server all
these characters appear wrong (mostly like a foreign a - an a with an accent)
if I run dselect and move to the package selection screens all the "_"
characters in the section dividers show up as little square boxes. (but I can
type the same character in bash and it is echoed correctly)
If I run the same tests in an xterm the pstrees still go wrong after ssh but
the dselect works fine.
Where does the font characters that will be used derive from when I am running
ssh. The application machine or the display machine? (I had assumed the
display machine, and therefore I do not understand why the fonts should be
different after ssh).
Why does dselect work in an xterm but not in konsole (is it actually using a
line drawing character that is not an underline?).
