That's the ISO-Latin-1 (8859-1) character.

now do the same operation, but in a `cat' run in a `xterm -font -misc-fixed-bold-r-normal--13-120-75-75-c-70-iso8859-15'

to get the list:
   xlsfonts | egrep -- '-15$'

if it works, then now just make KDE use this font :->
