OK, this error is probably the crux of it. I'd like to know why
libsdl1.1 is not considered installable (i.e. what does apt-get install
libsdl1.1 tell you?)

No. If there's something broken here it will either be fixed or I will
remove the offending packages from junior-arcade until they are fixed.
