Unfortunately, we don't plan to go back to the pre-Java 8 Javadoc implementation in OpenJDK.

We do plan to remove the old doclet API in a future release, though: https://mail.openjdk.java.net/pipermail/javadoc-dev/2019-February/000848.html , and the support for HTML4 output has been removed two weeks ago: https://hg.openjdk.java.net/jdk/jdk/rev/0d9dee001667 .
