bts just generates the mails to control@, see /etc/devscripts.conf for
its default configuration.

For mails to control@ you need to drop the bts prefix, the following is
sufficient:
severity 870103 important
tags 870103 + moreinfo unreproducible

No signature is required for bts commands.
