I think Jonathan has already listed the most common reasons why a
library hasn't been packaged yet.

Checkstyle is available:

We also have profilers like visualvm

https://packages.debian.org/sid/visualvm

If you want to get involved in Debian and also intend to maintain soot
for the foreseeable future, go package it. :)
