After some thinking this is probably best handled by a dpkg trigger. The
packages would just have to declare a dependency on something like
unpack200-trigger. The trigger would then unpack automatically any .pack
file installed in /usr/share/java.

The downside is that the JRE will have to be installed before installing
any Java package. Is this acceptable?
