Do we have to make it more clear in the policy. My definition
of the words is the following.

java-virtual-machine => the virtual machine part of the runtime
environment.
javaX-runtime => The javaX core classes of the runtime environment.

The java runtime as per sun's definition is both of them, i.e.
javaX-runtime and java-virtual-machine.

Do I have to clarify that in policy?
