We have some discussions around the packaging of these kind
of API, which are mandatory for TC 4.x on tomcat-dev and
Sun employees clearly indicate that WE SHOULDN'T PROVIDE
ANY PACKAGING OF SUCH JAR (RPM/DEB), see Licence
