Try `/usr/bin/env LC_ALL=ja_JP.eucJP /usr/bin/vim'.  That's no
problem on my system.

I can reproduce the `1byte by 1byte' problem by
`/usr/bin/env LC_ALL=ja_JP.eucJP:C /usr/bin/vim'.
