Dovresti avere:

# CONFIG_CPU_FREQ_DEFAULT_GOV_CONSERVATIVE is not set
e quindi appena vi è richiesta passa in automatico alle frequenze più
alte. Se ricompili Linux impostando USERSPACE, allora puoi gestirtela
tu...
Effettivamente l'output del comando è esattamente quello da te
riportato.
Questo suona strano poiché se vado a vedere:
# cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
ottengo:
