Non sono esperto di crontab ma nel man [1] c'è scritto:

In pratica se usi sia il giorno del mese (14-20) che quello della 
settimana (0,7,sun) il comando viene eseguito sia dal 14 al 20 *che* 
ogni domenica.

Tra gli esempi del man è presente quello che dovrebbe servire a te:

0 4 8-14 * *    test $(date +\%u) -eq 6 && echo "2nd Saturday"

Nel tuo caso dovrebbe essere

5 7 15-21 * *    test $(date +\%u) -eq 7 && echo "3rd Sunday"
