In /etc/ppp/option cerca la riga auth e trasformala in noauth.
Non è una buona idea dare 777 alla dir ppp, praticamente dogs and pigs 
possonoleggere le password.
Cerca su google "shutdown for not root users" e adattaloa alla tua macchina.
