I thought only PHP based programs had security holes? Surely a Perl app can't have any. =P

My comment was not to start a language war. My point was that you could substitute any language/app into the same sentence without regard to the quality of the program's code. You can write a crappy program or wonderful program in any language, but restricting your choices based on language in-name-only alone is a poor decision. Just because a language like PHP made a design choice (register globals, I'm looking at you) that allowed a developer to be sloppy doesn't mean every developer is like that.
