I think that Debian should switch from using Mailman to MLMMJ which is a lot more powerful. With it comes moderation and "subonlypost" function that remove any possibility for spam to go by the list.
Mailman has all of this too. The debian list maintainers have the feeling that it's more important for people to easily post to the lists irregardless.
