You must have done a lot more, or else the server would not even
answer to requests (hint: touch .../root/ip/1.2.3, or similar)

Please give us all the steps you took. Also, putting a tarball with
the configuration directories on some website could help! Then we
can have a better look.

Finally, there is a djbdns mailing list. Since djbdns is not
officially supported by Debian, you may get better help there.
