Makes perfect sense. Please read the FHS.

So create it:

  install -d -m 2775 -g staff -o root /usr/local

Note that it is installed by default so you must have deleted it.

Why did you modify them in the first place? Why don't you mount
/usr/local via NFS with that many clients?
