..those hooks may be usable with my 
http://fmb.no/ipcop/setup-cbq-0.0.5.tar.bz2 ,  is used to throttle
bandwidth for my isp (and) client.  Bash script, it builds cbq rules,
which needs to be compiled with 'cbq compile',  it _could_ use 
a nice, say, web interface or somesuch. ;-)
