If you have a machine with only 2 hard drives that aren't 10,000 or 15,000rpm
drives and no other hardware that is power hungry then a 400W PSU is not
needed.
If your hardware is typical desktop hardware then a typical desktop PSU will
be able to handle the load without any problems.
If you have 15,000rpm disks then power isn't the main problem, the main
problem is cooling. Remember, the majority of the electrical power gets
converted into heat. The more power you use the more cooling you need.
