Apache logrotate problem - SN-a-001

The server exists: it generates messages like this.

setsid: Operation not permitted
apache: setsid failed
setsid() failed probably because you aren't running under a process
management tool like daemontools
(here i did: apache -F manually)

overwritten -- Unclean shutdown of previous Apache run?
semget: No space left on device
apc_sem_create: semget(0,...) failed: No space left on device
(here started through daemontools: exec /usr/sbin/apache -F)
[Sat Oct  5 20:55:07 2002] [warn] pid file /var/run/apache.pid
overwritten -- Unclean shutdown of previous Apache run?
semget: No space left on device
(started through daemontools after removing php4apc)

Disk usage is as follows:
