I think that the filters could have such a feature because it's a way to
bypass the size limitation imposed by the mailserver. And I can imagine
cases where it is totally useless... however that feature should be
disabled by default because this message/partial has legitimate use and
its interdiction should be a conscious decision of the administrator.
