/usr/bin/psql has had command line history, recall and edit for
ages...plus the ability to run $EDITOR to edit the previous command line
or build a new command. the ability to craft a complex command in vi
rather than on the CLI is really useful.

i can't remember a version of postgres that didn't have this and i've
been using it since version 6.3

in recent versions, the CLI history is as good as gnu libreadline, even
saving your history in ~/.psql_history when you exit.
