mon <http://www.kernel.org/software/mon/> does the same, with its useful feature 'depend':

watch kata
   service http
        interval 2m
        monitor http.monitor
        depend kata:ping
        ^^^^^^^^^^^^^^^^
        If the machine does not reply to pings, there is no need testing Apache.
