You already identified tcpd as a problem, which is in the tcpd package.
(On a site note, you can also not use tcpd and use the kernel's internal
firwalling (netfilter/ipchains) if you do not need any of tcpd's
advanced features. That will be a lot faster as well).

Considering the size of your environment I'm assuming you run your MTA
directly on the smtp port instead of via inetd, so look into that
package as well.
