It's an ongoing discussion. The linux-ipv6 people made it work with a
::/0 route, the current main stream kernel wants 2000::/3. As per IETF
documents, all globally routable IPv6 addresses fall within that bit
mask and hence you could say that it makes sense to 'filter' it that
way on your router. But that's only valid for border routers, as
site-local addresses (fec0::/48) are not included but may not be
reachable for a node without going through some router.
