salsa.debian.org maintenance (GitLab 13.6 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2020-12-11,
between 1800 and 2000 UTC.

We will upgrade the GitLab instance to 13.6.

The user visible downtime should be less then 30 minutes.
