salsa.debian.org maintenance (GitLab 13.7 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2020-12-27,
between 1100 and 1300 UTC.

We will upgrade the GitLab instance to 13.7.

The user visible downtime should be less then 30 minutes.
