I can't reproduce it.  As root:

 # dpkg -s login | grep Version
 Version: 1:4.0.3-31sarge1
 # login -p -h $(hostname) -f davidm
 Last login: Mon Apr  4 15:02:37 2005 from $(hostname) on pts/0
