For these kind of hardware-related problems you should be able to call
HP for support.  Insist on speaking to a technician who is qualified
on these machines.

Instructions on flashing the firmware are here:

You should be able to download an ISO image from hp.com and burn it to
a CD using any cdrecording software for Windows or Linux.
