That's normal after a fresh install.  The kernel comes from
boot-floppies, and not directly from a .deb.  You might want to install
some other kernel deb (e.g. -itanium-smp) if it is more appropriate to
your hardware.  Latest kernel-image version is
kernel-image-2.4.17-mckinley-smp_011226.16_ia64.deb (maybe only in
unstable), and it is quite likely you are running an older version
anyway.  bf-3.0.23 was built with the .16 kernel, but those b-f are not
in the archive yet.
