OK, I mostly have this working on i386, but can't really test it on
ia64 yet or do anything else until I actually get a home directory
installed on tl3.  One notable drawback: a program's argv[0] always
gets the full filename (not translated), which might be a problem if
any programs try to be clever with it.  I have an idea for an ugly
hack which might correct it, but I'd rather not implement it unless
necessary.
