It's very easy to advocate this: amending the Developer's Reference,
make noise about that (debian-devel, etc.), prod maintainers, send bug
reports with patches, participate to reviews in debian-l10n-english,
review ITP bug reports, etc.

Most things I'm personnally doing for years. Unfortunately, this is
pretty muck like the Sisyphean task: packages continue to flow in
again and again, most often with crappy descriptions as several
maintainers, particularly new ones, don't really take much care in
writing down good packages descriptions.
