Additionally, I'd like translators who care about this to agree. It doesn't make a lot of difference: debconf-updatepo needs to be run before checking if templates.pot exists. This fact should be documented in [1] and/or [2], and implemented in [3]. Note that [1] and [2] don't actually say that it must be in the source package; they just don't mention how to get the file. Additionally, po-debconf's man page should be updated to at least include generating templates.pot in the build target as an option. It currently only says it's best to generate it in the clean target (which is really ugly IMO, because it may actually create a new file when asked to clean up). Anyway, thanks for the comments, my report suggested to ignore the translators and break their procedures. This was not my intention, of course.
