You can get a template from the webinterface:
(like http://ddtp.debian.net/ddt.cgi?desc_id=9762&getuntrans=uk )

and send this (as file) per Mail to the ddtp

or you send a Mail to 
pdesc@ddtp.debian.net with a subject like 'GET PACKAGE uk.utf-8'

i can remove this stuff, but better, you make a better translation

The ddtp-server use UTF-8, but can convert any encoding...

I have the email-address from all translators, which use the
mail-interface.
