We're actually working on integrating the Pootle distributed translation interface into the Debian internationalization process, but it's not quite ready yet. However, you can always have your Debian files uploaded to the main Pootle [1], or run your own Pootle.

The processes for translating the Debian Installer [2] are extremely well-organized. But please ask any further questions here. :)

The Translate Wiki [3] is a good central resource for translators: if any of your translators are new to offline translation, or to handling translation files offline, there is plenty of information in the Translate Wiki about projects, tools and procedures.

Ask on the translate-pootle mailing list to have projects started and files uploaded. :) They may only need to update the Debian Installer Level 1 PO file there, to start with.
