yes you are right.

   We should normally use the two letter form and the form
   with the country part only in some special cases

   One problem is, that the ddts accept all langcodes. 

   I will change this in the next days. With this change only prepared
   (generation of stats, Translation files, etc) lang codes are
   accepted.
