kbd's behavior on "setfont"

Hi,
I have one question about the "kbd" package.
When loading Thai console font with command:
setfont -m tis620 tis-phaisarn.f16
it complains:
mapscrn: cannot open map file _tis620_
With console-tools' "consolechars" command,
it works fine with --acm option.
So, that makes Thai 8-bit usage on console impossible
with kbd. But for utf-8, "unicode_start <font> tis620"
just works.
Is there difference between kbd and console-tools
regarding ACM?
